Should be reasonably doable.

Water trails are most likely a series of meshes over which materials are animated.
The foam at the beginning looks like it could be made with particles, but I'm guessing it's a mesh with some flipbook material.
The foam at the end is very similar to a vertex animation on a mesh. However, since we are working in an engine, you have to bake it into a texture. Something like Houdini is probably your best bet for that. Probably Edge Detection and Toon Shader as well for this anime look.

Could be a bit boring when everything is lined up and looks good with a camera that moves everywhere like this …
